India’s 69 most backward districts: Report of Bibek Debroy and Laveesh Bhandari

Below is the list of 69 most backward districts of India presented by Bibek Debroy of the Rajiv Gandhi Institute for Contemporary Studies, New Delhi, and Laveesh Bhandari of Indicus Analytics in their report District-level Deprivation in the New Millennium (Konark Publishers, New Delhi; 2003).

Many of the districts in this list are covered under the PACS Programme's scope, which is defined by another list of 100 most backward districts prepared in 1997 by a committee of the Government of India's Ministry of Rural Areas and Employment.
